Slow down playback speed

I'd like to be able to vary the playback speed (x0.9 for example) as is possible on other applications. When a video explains things to me that I haven't mastered, I find it difficult to follow, as I'm trying to understand each notion. I then find myself going back 15 seconds, which is a real pain.
